Frequent water breaks, the trend of water supply industry reform

[Abstract]:
Recently, the West Water Source of Yancheng City, Jiangsu Province caused phenolic compound pollution due to the smuggling of chemical plants. Two waterworks were closed. Hundreds of thousands of people had difficulty drinking water for 68 hours. The local government set up an emergency disposal headquarters for the first time. The East China Supervision Center, the National Defense General, the Ministry of Water Resources, and the Ministry of Health all sent working groups to the scene. Yancheng Water Resources Bureau quickly adopted measures to open the floodgates, so that the polluted water sources could be discharged into the sea as soon as possible. In recent years, water sources have caused water plants to fail. The normal water supply incidents occur frequently as follows:

January 7, 2008 Guangdong Kaiping Luggage Factory smuggled wastewater, causing 50,000 people to use water for 5 days;

January 9, 2008 The Beijing-Zhuhai-North Expressway traffic accident caused a tank car full of 35 tons of chemical trichloropropane waste to leak, and the supply of tap water in Ruyuan County and surrounding areas was nearly 12 hours;

July 26, 2007 The odor of Foshan River in Guangdong caused 20,000 people to break water for 5 hours;

July 3, 2007 The water intake of the surface water plant in Shuyang County, Jiangsu Province was polluted by an unknown source in the upper reaches of the Xinyi River. The urban water supply system was forced to close, and about 200,000 people in the urban area were cut off;

April 8, 2006 Qinzhou City was polluted by water sources, and citizens were cut off for 17 hours;

On November 23, 2005, 4 million people in Harbin lost water for 114 hours due to the explosion of polluted water from chemical plants;

Frequent sudden water pollution incidents have tested our fragile water supply system. At present, most of our water companies are basically not treated in the traditional process, and the system is fragile, especially when dealing with such a large number of existing pollutants. On the other hand, the early warning mechanism is not perfect, and the intake and outlet monitoring are lacking. Once the emergency control of sudden water pollution incidents is weak, it is necessary for the government and various departments to temporarily set up an emergency office.

On March 27-28, the “2009 Urban Water Strategy Forum” organized by China Water Network will gather the heads of enterprises and relevant government departments to summarize and review the typical cases of water supply reform and analyze the development direction of the water supply enterprises.
