The State Environmental Protection Administration informs the progress of the "10th Five-Year Plan" for water pollution prevention and control in the Three Rivers and Three Lakes Basin

The State Environmental Protection Administration today reported the progress of the “10th Five-Year Plan” for water pollution prevention and control in the “Three Rivers and Three Lakes” Basin in April 2005. It is estimated that by the end of 2005, the “10th Five-Year Plan” projects of Huaihe River, Haihe River and Liaohe River accounted for 76%, 55% and 52% of the planned projects respectively; the proportion of completed projects in Taihu Lake, Chaohu Lake and Dianchi Lake was 87%, 59% and 52%. The relevant person in charge of the State Environmental Protection Administration asked the local governments to pay attention to the implementation of the water pollution prevention and control plan to ensure that the “10th Five-Year Plan” project will start before the end of 2005.

The relevant person in charge of the State Environmental Protection Administration said that as of April 2005, the Huaihe River Basin had completed 288 projects in the 10th Five-Year Plan, and 174 projects under construction, of which 114 projects will be completed by the end of 2005 and 86 are not started. By the end of 2005, the completion rates of the “10th Five-Year Plan” in Henan, Anhui, Shandong and Jiangsu provinces in the Huaihe River Basin are expected to be 57%, 61%, 84%, and 55%, respectively. Of the 496 projects in Haihe, 224 have been completed; 145 are under construction, of which 47 were completed before the end of the year; 127 were not started. At the end of this year, the completion rates of the Haihe River Basin in Hebei Province, Shanxi Province, Henan Province, Shandong, Beijing, and Tianjin are expected to reach 37%, 48.5%, 73%, 76%, 90.5%, and 67%, respectively. Of the 221 planned projects in the Liaohe River Basin, 89 have been completed; 25 of the 88 projects under construction can be completed by the end of the year. It is estimated that the completion rate of Liaoning Province, Jilin Province and Inner Mongolia Autonomous Region in the Liaohe River Basin during the Tenth Five-Year Plan period is 74%, 51% and 39%.

The person in charge said that of the “Tenth Five-Year Plan” in the Taihu Lake Basin, 173 projects have been completed, 63 are under construction, and 17 are unworked. The completion rate of Jiangsu and Zhejiang can reach 89% and 82% by the end of the year, Shanghai All the planned projects have been completed; 13 projects in the Chaohu Lake Basin have been completed, 26 are under construction, 10 are not started, and the planned target of reducing the total amount of major pollutants into the lake by more than 20% in 1999 is expected to be realized; the Dianchi Lake Basin has been completed. There are 4 projects, 17 projects under construction, and 5 projects not started. The total amount of major pollutants entering the lake is 20% lower than that in 2000.

The relevant person in charge of the State Environmental Protection Administration said that there are 257 projects planned for the East Route of the South-to-North Water Diversion Project. As of April 2005, 91 projects have been completed; 126 are under construction, 35 of which are completed before the end of the year; 40 projects have not been started. It is estimated that by the end of the year, the “10th Five-Year” project will account for 49% of the planned projects, of which the completion rate in Shandong Province will reach 49%, and Jiangsu Province will reach 51%.

The person in charge also introduced the progress of water pollution prevention and control planning in the Three Gorges reservoir area and its upstream. There are 335 planned implementation projects in the Three Gorges reservoir area and its upstream. By April 2005, 127 projects have been completed; it is expected that 105 projects will be completed by the end of the year, so that the “10th Five-Year” project will account for 69% of the planned projects. The completion rates of Hubei, Chongqing, Sichuan, Yunnan, and Guizhou provinces will reach 83%, 77%, 52%, 28%, and 61%, respectively.

It is understood that the State Environmental Protection Administration is organizing and sorting out the “10th Five-Year Plan” projects with relevant ministries and commissions of the State Council and local government organizations, and excluding those projects with insufficient prior arguments, and urged the projects under construction to speed up and strive to complete as planned.
