The Huaihe River Water Conservancy Commission arbitrarily released the control of chemical oxygen demand in the basin at 382,000 tons/year and ammonia nitrogen at 26,600 tons/year, which clearly violated the requirements of the “10th Five-Year Plan” limit that the State Council has already determined, and the water resources with the Ministry of Water Resources.
