New "4 trillion"

Immediately after the Ministry of Environmental Protection revealed that China will invest 1.7 trillion yuan to implement the air pollution prevention action plan, invest 2 trillion yuan in water pollution control, and the municipal infrastructure construction plan announced this time, according to external estimates, about 4 trillion investment yuan.

Wang Jialian believes that compared with the “4 trillion” investment stimulus plan in 2008, the investment fields of the two are different. The “old 4 trillion” is mainly invested in railways and infrastructure. Although environmental protection is also among them, the scale is only 210 billion, and "new 4 trillion" is more environmentally friendly.

A large number of investments will undoubtedly drive the development of the industry, but Wang Jialian believes that there are some hidden concerns in industrial investment. "Although many policy documents have formulated more detailed plans for the environmental protection industry, from the actual situation, some problems cannot be solved in a short period of time, so I estimate that 4 trillion investment will drive more construction and equipment manufacturing. And the contribution to the environmental services industry will not be too great."

The "old 4 trillion" is dominated by administrative means and has a certain negative effect on the market. Wang Jialian said: "I hope that the new 4 trillion will not go back to the old road."

Promote marketization

The market-oriented reform of the water industry has been difficult to advance and has never stopped.

Wang Jialian said that the current achievements in China's water sector are attributed to bold reforms in the water sector. He mentioned that the three major reforms of water services include: water privatization reform, that is, the municipal public utilities industry is open to the public; water services attract social diversification investment reform; water price reform. "These three reforms have laid the foundation for today's water pollution control, and the three steps are interlocking."

At present, the environmental protection industry is still in the initial stage of marketization. The overall efficiency of the industry is low. There are many problems in engineering, technology and equipment. The operation is not standardized, the supervision is not in place, the investment is insufficient or the investment is wasted. The level of marketization in different regions also varies greatly.

Wang Jialian reviewed the history of the development of the environmental protection industry. From the first major environmental pollution incidents in the country in 1974 to the formation of an overall system of environmental protection and the establishment of a sound environmental protection legal system, each stage faces different social needs and tasks. In the early stage of the water sector, with the “three wastes” governance as the core, it gradually developed into industrial wastewater treatment, urban sewage treatment, rural environmental management in small towns, and heavy metal treatment. This process grows like shelling and shelling.
